Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

To deliver quality field services in support of Regional Manager, Monitoring, and supervision of projects on regular basis to make sure the implementation is per the established planning schedule, and in compliance with the donor requirements.

To coordinate with all stockholders (Local Authorities, Communities, UN Agencies, other NGOs) in the region.

 

 

Responsibilities:
  • Proper management of the field staff and ensure that all the project staff performs their given tasks according to the given job descriptions. 
  • In close coordination with the Regional Manager prepare a comprehensive action plan and follow the target achievement. 
  • Ensure the best quality project implementation, regular cost control, regular check of proper project material usage.
  • Make sure that the output and target of the project is achieved according to the approved proposal. 
  • Ensure that the selected suppliers start their work, delivery of the material/services are according to the terms and condition of the approved contract. 
  • Timely communications with the Logistics Unit about any irregularities made by the suppliers.
  • Ensure there is only a professional relationship between the suppliers and the project staff. 
  • Ensure there is a sufficient level of coordination and synergy between the regional office and field offices.
  • Ensure the relevant project staff sends all the expenses vouchers to the regional Finance & Admin Officer timely. 
  • Ensure timely resolving of any issue raised between the staff members, between the staff members and CDs, and between the staff members and local authority.  
  • Make sure that relevant staff understands the objectives of the DACAAR-Program strategy and all interventions and activities carried out.
  • Ensure the relevant staff does proper stocking of the Emergency project material and the update record of all material in the sock is available.  
  • Make sure that all stock material is checked physically at the end of each month and there is no difference between physical check and daily stock record.
  • Timely corresponding to the relevant matters with the Regional Manager and Program Management.
  • Ensure that the relevant communities provide timely support in all stages of the project activities.
  • Ensure the availability of enough workforce, vehicles, and equipment to a project.
  • Maintain regular contact and coordinate with all stakeholders at the District/ Provincial and regional level.
  • Ensure the quality of materials purchased in the region is according to the standards before supplying.
  • Ensure timely processing of renting vehicles, equipment, and house contracts in the field are according to the procedure. 
  • Ensure there is close coordination between the project staff and regional safety team and all the incidents reports systematically send to the regional manager, program management and main office safety team.
  • Make sure all progress reports are prepared and submit on time.
  • Make sure all stock/store and non-expendable reports are prepared and submitted to the relevant departments.
  • Ensure that all project staff regularly follow the safety and security instructions during the implementation process. 
  • Ensure that accommodation facility to the field staff is provided according to the standard list of camp accommodation. 
  • While needed represent the organization in the partners and local authorities’ meetings.
  • The holder of this position must strictly follow the organization existing security policies, procedures, and daily instructions of the safety personnel.
  • Make sure that cash flow, leave plan of field staff, daily stock record, vehicle log books are existing and matching with policy of DACAAR.
  • Any other task given by the Regional Manager

 

Education/ Qualification and Employment Benefits                                               

 

Education:Bachelor Degree in Civil Engineering is required. But, (Master degree is preferable)
Experience: Six (6) years of relevant experience in Engineering related projects, both in management and implementation. at least (3 years should be in Management)

Other qualifications’ an advantage:  

  • Strong team collaboration, engineering, and construction management skills, with the ability to effectively plan, organize, and implement projects.
  • Proven ability to manage different projects from conception to completion, delivering within specified timelines and budgets.
  • Excellent verbal and written communication skills for effective stakeholder engagement and report writing.
Languages: Fluency in English, Pashto and Dari languages are required.
