DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. Position Description:

The Finance Officer (Program Support) will be responsible for maintaining daily financial operations of DACAAR by verifying financial documents received from field/regional offices.

The FC-PS is responsible for cross checking, verifying the accuracy, completeness and ensuring compliance with DACAAR, donors and internal control procedures. Ensure the correctness of the entries in SUN system and held for posting in close consultation with FC-PS. He/she will support the FC-PS in budget allocation for staff and other operation costs. He/she will perform fund disbursement and payments reconciliation of regional offices and inform Finance/Admin officers for any discrepancy.

 

 

Responsibilities:
  • Cross check and verify financial documents (vouchers, etc) received from field/regional offices
  • Ensure all supporting documents are properly filled, complete, attached to the vouchers
  • Ensure the correctness of the entries in SUN system and held for posting in close consultation with FCPS
  • Review field/Regional offices contracts (supplier, house, staff etc.)
  • Ensure compliance with DACAAR internal control procedures, donors and government rules and procedures
  • Perform fund disbursement and payments reconciliation of regional offices
  • Monitor and ensure that the filing system of finance department is managed properly.
  • Assist the FCPS in budget allocation for staff and other operation costs
  • Checking monthly project base and permanent staff Tax and Severance Payment.
  • Calculate and deduct the necessary withholding, income tax and all statutory returns as per the tax/relevant applicable law of the country.
  • Filling cross checked vouchers properly and making ready for entries in to the SUN System.
  • Develop a system to trace documents taken by staff/non staff. And ensure that all documents taken from the folder are placed back to their original location.
  • Preparation of adjustment and correction vouchers if required
  • Facilitate external and internal audit 
  • Performing detail check of projects and preparation of correction vouchers for misclassified entries, with close consultation of FC-PS/HoF.
  • Rectify actions taken by correcting entries on payment vouchers and all supporting documents, and notify FC-PS/HoF to communicate with regional staff/other departments for providing the corrected supporting documents.
  • Having close contact with Admin/Finance officers for sending the expense reports and ensure deadline is met for management financial reports/other donor reports.
  • When required assist the data entry process of the vouchers into the SUN system. 
  • Communicating Regional Finance/Administration officers in solving finance related issues.

Others: 

  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel. 
  • Any other tasks assigned by the FC-PS/HoF

 

 

Education/ Qualification and Employment Benefits
Education:Bachelor's degree in Business Administration (BBA) in Finance is required.
Experience: Minimum 3-4 years of relevant experience with NGO is required.

  • Full Command of MS office Package, finance SUN system,

Languages:Oral and written fluency in (English, Pashto and Dari)
