Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The ICT Coordinator is responsible for managing and maintaining the organization's information and communications technology systems and infrastructure. This includes overseeing the computer network, hardware, software, telecommunications, and other related technologies to ensure they are functioning properly and meeting the needs of the organization.

 

Additionally, the ICT Coordinator manages IT projects and initiatives aimed at enhancing the organization's technological capabilities, such as implementing new systems, upgrading existing infrastructure, or integrating emerging technologies. They demonstrate strong technical skills, problem-solving abilities, and effective communication to collaborate with cross-functional teams and facilitate the successful delivery of these technology-driven improvements

 

Responsibilities:

Administration

  • Plan, organize, guide, control and evaluate the operations of information systems and electronic Data processing (EDP).
  • Develop and implement policies and procedures for electronic data processing and computer systems operations and development.
  • Advice the management in relation to system requirements / improvement, specifications, costs and timelines.
  • Regular supervision and planning and organizing of the tasks of the ICT team accordance with the ICT manual and given job descriptions. 
  • Ensure that Job Descriptions of ICT staff are constantly updated.
  • When requires updating and improving all other policies, guidelines, procedure, and formats of ICT.
  • Constant capacity building and training of all staff in all relevant subjects.
  • Ensure that ICT unit staff members work closely as a team and are able to substitute for each other to optimize results.
  • Provide all field offices with support whenever needed.
  • Identify and inspect technical problems in all ICT systems (IT, Commutations, Database).
  • To make sure the proper maintenances have been done within the ICT area. 
  • Ensure timely processing of mobile bills.

 

Information Technology (IT)

  • Troubleshoot all technology issues.
  • Maintain log and/or list of required repairs and maintenance.
  • Make recommendations about purchase of technology resources.
  • Research current and potential resources and services.
  • Provide network access to all staff based on the approved list. 
  • Install work stations.
  • Connect and set up hardware.
  • Load all required software.
  • Provide network accounts and passwords as required.
  • Monitor security of all technology.
  • Install and maintain Foolproof and passwords.
  • Input and maintain IP addresses.
  • Advise staff of security breach and/or change in password.
  • Ensure installation of lock out programs.
  • Identify and prepare hardware for disposal when appropriate.
  • Ensure hardware is stripped and secured before disposal.
  • Maintain and optimize existing software systems, including troubleshooting, debugging, and implementing updates and enhancements.
  • Sun System and Microsoft Navision server site and Clint site installation and Configuration.
  • Windows server 2012,2016,2019 or 2021 installation and configuration.
  • installation, configuration and maintaining of ADDS, DNS, DHCP servers and TCP/IP address.
  • Installation and Configuration of Firewall, VPN, etc.
  • Cisco Poe Switches port configuration and Internet bandwidth monitor and limitation.
  • Configuration of backup servers.
  • Liaise with external ISP service providers to address technical issues and ensure service delivery aligns with organization needs.

 

 

Responsibilities:

Communication

  • Managing of all communication systems including; HF, VHF, VOIP, PBX, Mobile phones, email servers and collaborative platforms. and to make sure they are in working condition all the time
  • Ensure effective communication within the organization team and with external stakeholders.
  • Installation and configuration of Sat-Phones.
  • Installation and configuration of V-Sat. 

 

Databases

  • Constantly managing the database system within DACAAR and to make sure they are working properly all the time.
  • To ensure that regular assistances are provide to different databases.
  • To ensure any improvements or developments to the databases are happening whenever needed.
  • To ensure that regular back up from databases are taking place.
  • Any other tasks as required and decided by the Head of HR & Administration.
  •  Re setup of DACAAR database system (SUN, IMS, Stock, Procurements, Contract management, ICT, security, WIS) in case of problem in Database server and restore all databases.
  • Knowledge of database management systems and design.
  • Familiarity with cloud computing platforms (e.g., AWS, Azure, Google Cloud, etc.)
  • Understanding of software architecture patterns and design principles.
  • Familiarity with web development technologies, including HTML, CSS, PHP, Laravel, and SQL.
  • Design, develop, test, and deploy software applications and systems using various programming languages, frameworks, and tools.
  • Web Base Applications and database development.
  • Website Hosting and troubleshooting. 

Other

  • The ICT Coordinator must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel. 
  • Any other tasks assign by the supervisor. 

 

Education/ Qualification and Employment Benefits

Education:Bachelor's degree in Information Technology, Computer Science, or a related field is required. But, Master degree is preferred. 

 

Experience: The candidate must have minimum of 3-5 years of experience in an IT support or coordinator role.

Languages:Oral and written fluency in (English, Dari, Pashto)
