Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The Protection Coordinator collaborates closely with the Grants & Communications Manager to ensure that protection mainstreaming considerations are integrated into program design, implementation, monitoring, and evaluation. The Protection Coordinator is responsible for developing a comprehensive protection strategy under the area of responsibility and representing DACAAR to donors, UN agencies, partners, and other stakeholders on protection policy and doctrine.  

 

The Protection Coordinator plans, leads, and coordinates quality, timely, and effective protection responses to the needs of populations of concern. This includes ensuring that operational responses in all programs of DACAAR are shaped by a protection optic, consistent with and promoting respect for relevant international law and DACAAR’s rules and regulations, mainstreaming protection methodologies, key elements, and principles, and integrating protection safeguards.

 

 

Responsibilities:
  • Provide technical guidance and support on all protection-related issues.
  • Develop and implement protection strategies and policies, ensuring full integration into DACAAR programs.
  • Identify ways to mainstream protection in assessments, project design, monitoring, and evaluation.
  • Conduct assessments to identify protection risks and the needs of affected communities.
  • Develop, implement, and monitor community-based protection strategies.
  • Ensure systematic application and integration of participatory and community-based approaches in protection planning, programming, and strategies.
  • Support the establishment of feedback and response systems.
  • Incorporate feedback from persons of concern into program design and adaptation.
  • Understand how to confidentially, safely, and ethically respond to protection incidents encountered in the field.
  • Coordinate with internal and external stakeholders to integrate protection principles into all humanitarian activities.
  • Ensure aid programming maximizes protective impact by incorporating protection principles into aid delivery.
  • Ensure activities target the most vulnerable, enhance safety and dignity, and protect human rights without contributing to discrimination, abuse, violence, neglect, or exploitation.
  • Provide technical guidance on protection issues, including child protection, gender-based violence, and human rights.
  • Monitor and evaluate protection programs for effectiveness and impact.
  • Advocate for the rights of marginalized groups and promote a rights-based approach to humanitarian action.
  • Represent DACAAR in protection coordination meetings and working groups at national and regional levels.
  • Develop and maintain relationships with key partners, UN agencies, NGOs, and community leaders.
  • Contribute to the development of funding proposals and reports related to protection activities.
  • Stay informed about the political, social, and security context in Afghanistan to ensure staff and beneficiary safety and security.
  • Work with HR and Admin Departments to develop and implement protection-responsive policies and practices promoting inclusivity, equality, and a safe working environment.
  • The Protection Coordinator must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
  • Any other task given by the Supervisor. 

 

Education/ Qualification and Employment Benefits
Education:Bachelor's degree in social work, humanitarian affairs, international development, or a related field is required. But, Master degree in related field is preferred.
Experience: Minimum 3-5 years of experience in protection programming, case management, or community-based protection work

Other qualifications’ an advantage: 

  • Strong understanding of protection principles, including child protection, gender-based violence, and the prevention of sexual exploitation and abuse.
  • Demonstrated skills in coordination, stakeholder engagement, and multi-stakeholder collaboration.
  • Excellent analytical and problem-solving abilities, with the capacity to identify protection risks and develop appropriate mitigation strategies.
  • Proficient in data collection, analysis, and reporting, with the ability to use relevant software and information management systems.
  • Effective communication and training skills, with the ability to provide technical support and capacity-building to field staff and partners.
  • Familiarity with the local context, including cultural norms, power dynamics, and the operating environment, is highly desirable.
  • Fluency in the local language(s) and English is required.
  • Willingness to travel to field locations and work in challenging environments

Languages:Oral and written fluency in (English, Dari, Pashto)
