DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:
Complete understanding of DACAAR Procurement Manual & conducting procurement activities to describe policies/ procedures. 

 

Responsibilities:
  • Advising/assisting  the Logistics Manager on updating Procurement Manual & improvement of procurement rules and procedure.
  • Control and Monitoring of daily work plan of Procurement Officer and Assistants. 
  • Preparing & planning Tender & RFQ procedures and documents including preparing contracts for supply of goods and materials to DACAAR. 
  • Participation to bids opening/evaluation meeting and recommendation to the Logistics Manager. 
  • Survey & analysis of prices/quality & purchasing according to the procedure described in Procurement Manual. 
  • Direct purchasing & preparing of his/her Daily Activity Plan in Procurement Database
  • Preparing of his/her procurement documents & expenses voucher, getting approval of concerned authority as per the guide line of Authority Matrix.
  • Direct supervision of Procurement Officer and Assistant Procurement Officer and Controlling and checking of their work plan and expenses voucher & submitting to the Logistics Manager for final sign. 
  • Finding and searching new potential supply sources and recommending to the Logistics Manager. 
  • Direct hand-hovering or delivery of his/her purchased items to warehouse/ store of DACAAR against proper receipt from the in-charge of store.
  • Follow up of his/her expenses voucher & payment to suppliers according to guide lines and the final entry of payment voucher number to Database
  • Traveling to any parts of the country for survey, procurement and quality inspection 
  • Make sure all government tax is included in contracts as per the issued memo from the Director 
  • Assessing and preparing duty exemption certificate for the imported items.
  • On time submission of Monthly Time Sheet to the Logistics Manager. 
  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel.
  • Any other responsibilities and tasks as required and decided by the Logistics Manager.

 

Education/ Qualification and Employment Benefits

Education:Bachelor in Business Administration (BBA) is required and Master in Business Administration (MBA) degree is preferable.

 

Experience: At least 5 years of experience in procurement with an International NGOs is required.

 

Other qualifications’ an advantage: 

  • Good communications, negotiation and analytical skills 
  • Good typing skills (English & Local Languages)
  • Good knowledge of the computer programmes specially in advance excel and MIS   

 

Languages:Oral and written fluency in (English, Dari, Pashto)
