Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:

 

  • Provide leadership, manage staff and plan, budget and implement activities concerning the Finance Department in line with DACAAR's Strategic Programme Framework and approved procedures;
  • Provide strategic advice to the Director on matters related to Finance and safety & security issues as a member of the Senior Management Team (SMT) and the Safety & Security Management Team (SSMT) respectively;
  • Represent DACAAR and manage external relations with relevant government authorities, donors, partners, UN agencies and international and national NGOs as delegated by the Director;
  • Ensure close coordination with other departments with respect to preparation of proposals and writing of reports to meet requirements of the Governing Board, donors and government authorities;
  • Maximize internal synergy between the cash, bank & tax functions and the audit, budget & reporting functions and external synergy between the Finance Department as whole and other departments.            
Responsibilities:

Specific responsibilities of the Head of Finance ration include, but are not limited to, the following:

  • Ensure strategic financial management practices are followed;
  • Lead on the preparation of annual operating budget;
  • Conduct regular budget monitoring and ensure corrective action is taken as required;
  • Ensure financial compliance with donor, government and internal requirements;
  • Ensure full compliance with tax regulations;
  • Ensure timely preparation of annual financial statements;
  • Implement actions to ensure financial sustainability of DACAAR;
  • Administer a system for internal control, detection of fraud and compliance with donor, government and internal regulations (until such time as a Compliance Audit Support Team Leader is appointed).

Other:

  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel. 
  • In addition to the above specific tasks and responsibilities, the Head of Finance will undertake any other relevant tasks assigned by the Director.

 

Education/ Qualification and Employment Benefits                                                 
Education: Strong professional background (Master’s degree) in financial management and accounting.
Experience: 10 years’ experience with the International NGOs / UN agencies 

Other Qualifications and Skills Required or preferred:

Substantial experience in management and documented ability to support the other members of the senior management team. 

  • Strong professional experience and interest in management and administration of donor funds including compliance with donors’ rules and regulations (e.g. DANIDA, USAID, NMFA, NOVO, ECHO).
  • Strong coaching and mentoring skills and attitude.
  • Experience with DACAAR’s financial system, Sun, is desirable.
  • Willingness to travel and work under difficult conditions.
Languages: Oral and written fluency in (English, Dari, Pashto)
