Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

General Responsibilities:    

Policy Development: The Strategy and Policy Coordinator (S&PC) takes the lead in formulating and refining policies that align with the organization's goals and objectives. He/she conduct research, gather data, and analyse existing policies to identify areas for improvement. By staying up-to-date with the organization trends and best practices, the Strategy and Policy Coordinator ensure that the policies are relevant and effective. 

Strategy Formulation: The Strategy and Policy Coordinator actively participates and lead the strategic planning activities. He /she should collaborate with key stakeholders, such as Director, Senior Management, staff at DACAAR Secretariat and other key staff, to identify strategic priorities and develop actionable strategies. These strategies provide a roadmap for achieving organizational goals, resource allocation, and operational efficiency.

 

 

Specific Responsibilities:

 

Directorate (75%)

  • In close coordination with the Director, Secretariat and Senior Management Team (SMT), the S&P Coordinator is responsible for comprehensive review of the existing policies and strategies. Additionally, through an inclusive processed he/she, assist in drafting / finalizing the new policies and strategies as required.
  • Ensure guidelines are in please for the development and continuous adjustment of DACAAR strategies and policies and advise on management systems in support these.
  • Oversee organization buy in to DACAAR’s strategies and policies at all level of the organization as a whole as well as overall progress in meeting strategic objectives.
  • Actively promote DACAAR's objectives among external parties and provide support to DACAAR during advocacy meetings held by ACBAR and other relevant forums, as agreed with the Director.
  • The Strategy and Policy Coordinator, working closely with other relevant departments, will take the lead in the preparation process of the Strategic Program Framework documents, this includes coordinating the development, review, and refinement of the framework in collaboration with the key staff.
  • Keep abreast of current debates and advances in aid effectiveness and development policy and practice, particularly in respect of donor trends, aid financing and delivery mechanisms.

 

Fundraising and Communication (10%)

  • Liaise with the Fundraising and Communications Department on strategy and policy issues and advise on implementation and compliance.

Programme (5%)

  • Liaise with the Head of Programme and key Programme staff on strategy and policy issues and advise on implementation and compliance.

Finance (5%)

  • Liaise with the Head of Finance on budgetary and financial aspects of strategy and policy initiatives. 

 

Human Resources & Administration (5%)

  • Liaise with the Head of HR & Administration in assessing and enhancing the quality of formal training on strategy and policy subjects.

 

  • In addition to the above specific tasks and responsibilities, the Strategy and Policy Coordinator will undertake any other relevant tasks assigned by the Director.

 

Education & Qualification Requirement:
Education:Master's degree in a relevant field (e.g., public policy, international relations, business administration).
Experience: Proven experience in strategy development, policy analysis, and coordination within a similar role or related field.  

Other qualifications’ an advantage:

  • Strong analytical and research skills, with the ability to synthesize complex information and make data-driven recommendations.
  • Excellent written and verbal communication skills, including the ability to effectively engage and influence stakeholders at all levels.
  • Demonstrated ability to work collaboratively in a multicultural and diverse environment.
  • Familiarity with relevant policy frameworks, international development, and humanitarian sectors is highly desirable.
  • Proficiency in project management and organizational skills, with the ability to prioritize and manage multiple tasks simultaneously.       
Languages:English fluency in written and spoken is required. 
Employment Benefits.
  • In addition to the monthly salary, the following package is also provided:
  • A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
  • R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan. 
  • Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1400/- (One Thousand and four hundred US dollars only).
  • Annual Leave: 25 paid working days per year (2.08 days per month).
  • Public holidays: 10 days per year.
  • Travel, Health and life insurance coverage for the duration of your employment.
  • Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guard’s coverage 24/7, no housekeeping services provided.
  • Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).
  • Free lunch during weekdays.
  • Pick up and drop service to and from work.
  • Accommodation while traveling to the field.
