Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 800 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
The Finance Specialist will be responsible to build up the capacity of finance staff on all accounting and finance functions and will perform complex accounting and finance related tasks.
·         Regularly updating of project budget and proposing re-allocations among project activities, where necessary (e.g. where there are savings or where the budget is exceeded). Doing accounting and internal control to ensure that fund of the project is properly utilized.

·         Ensuring that expenditures are made only after all requisite approvals are obtained and the procurement guidelines applicable to the project have been followed;

·         Assisting and providing sufficient data to Head of Finance in preparation of consolidated Interim Financial Report (IFR). Assist the Head of Finance in preparing and compiling the Project Monthly / Quarterly Financial Forecast and Financial Reports.

·         Assist in maintaining Project’s accounting books and records, including general ledger and subsidiary ledgers, and ensure that there is proper and adequate documentation to support all of the project’s transactions;

·         Assist in maintaining proper and standard financial records and monitoring systems to record and reconcile expenditure, balances, payments, statements and other day to day transactions and reports;

·         Prepares monthly projected and actual burn-rates.

·          Assist in the preparation of project completion reports and ensure compliance with contractual obligations

·         Analyze and recommend improvements, adaptations or revisions to the accounting system and accompanying procedure.

·         Assist Head of Finance in planning procedures and regulations to control the disbursement of allocated funds and in preparing letters of instruction to staff, feedback to donors and/or regulatory authorities, revisions and implementation of internal controls;

·         Assist Assistant Finance team in the development and preparation of DACAAR annual as well as proposal budgets;

·         Assist finance team in preparation of DACAAR annual external audit and project audits;

·         Assist finance team in the month and year end accounts closing process, ensuring the accuracy and completeness of the ledger, journals and all supporting documents.

Internal control:

·         Advise on and formulate financial policies and procedures and recommend changes, if any, needed to be incorporated on yearly basis.


·         Review financial reports prepared by finance team prior to submitting to donors and guide them on any changes for improvement.

Funding/Grant management:

·         Ensure that funds are spent and managed according to the goals, objectives and mission of DACAAR. Further, ensure that funds are spent according to a budgeted plan and agreement obligations and that the allocation of expenditure is appropriate to the function identified for the specific project;

·         Advice on the donors’ queries or observations raised on DACAAR’s financial reports.


·         Provide on job trainings and assistance to finance staff in performing their tasks;

·         Analyze the needs for and plan to provide appropriate trainings to the field finance staff.

Education/ Qualification
Education: Advanced (Masters) University Degree in Finance / Accounting, Business, or a professional accounting qualification from an internationally recognized institute of accountancy.  
Experience: Five (5) years of relevant experience in providing financial management advisory services, IFRS and/or managing financial system.  
Other qualifications’ an advantage:

Experience in handling of web based management system and ERP financial, preferably Navision.

Languages: English, Knowledge of local language is an advantage.

In addition to the monthly salary, the following package is also provided:

·         A return air ticket between employee home address and Kabul at the beginning and end of the assignment.

·         R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.

·         Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1000/- (One Thousand US dollars only).

·         Annual Leave: 25 paid working days per year (2.08 days per month).

·         Public holidays: 10 days per year.

·         Travel, Health and life insurance coverage for the duration of your employment.

·         Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guards coverage 24/7, no housekeeping services provided.

·         Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).

·         Free lunch during weekdays.

·         Pick up and drop service to and from work.

·         Accommodation while traveling to the field.
