Job Title: Finance & Administration Officer

Salary: NTA grade F (22000) including food allowance & Government Tax

DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 600 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
To assists Provincial Manager in Administrative and Account issues.
Responsibilities:
·          Collecting bills and preparing vouchers for Provincial Office expenditures.

·         Collecting, checking and calculating bills received from field offices

·         Preparing required documents for monthly expenditures and forwarding to Finance Department for further processing.

·         Preparing and reconciling of monthly closing report for cash book and bank book and keep correct record of them (Hard and Soft copies).

·         Ensure that expenditures of Provincial Office and field offices incurred are according to the approved budget correct dimension codes (GL account code, project code, budget line and department locations).

·         Liaise with Mastofiat for payment of tax (House, contractors) with coordination of the Finance Department.

·         Be the focal point for all HR related issues related to the Provincial Office.

·         Sending and receiving the pouch.

·         With close consultation with Provincial Manager Purchasing of material for the projects.

·         Review yearly plan of operation with the Provincial Manager and update plan for procurement of materials, repair of vehicles/equipment.

·         Check expendable and non-expendable materials lists in store and stock.

·         Make money request for monthly expenditures.

·         Prepare monthly staff update list of the Provincial Office and relevant field offices/projects.

·         Prepare DACAAR vehicle, rent vehicle and house update list.

·         Prepare summary time sheets on monthly base.

·         Any other tasks assigned by the supervisor.

Education/ Qualification and Employment Benefits                                                

Education: Bachelor degree in Economics or BBA
Experience: At least three years of experience in relevant field.
Other qualifications’ an advantage:

  • Experience in Admin and Finance
  • Good Interpersonal Skill
  • Good Organizational and Communication (Written and Oral) Skills.
Languages: Pashto, Dari and English.
