Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The Field Officer is responsible for project implementation, supervision of activities, and coordination. 

The field officer will be responsible for coordinating and facilitating the implementation of the whole field-level activities of the project with district authorities and relevant NGOs within the field office area.

She/he will conduct himself/herself both professionally and personally in such a manner as to bring credit to DACAAR and not jeopardize its humanitarian mission.

Responsibilities:
  • Prepare an action plan and make sure that all interventions and achievements within the target area are on the right track toward the project objectives and goals of the project. 
  • Supervise daily assignments of animal husbandry officer, agronomist, social organizer, and other staff of the field office. 
  • Coordinate the project activities with the DACAAR regional office and district authorities and liaise with the local authorities, local shuras, NGOs, and donor’s representatives within the field office area.
  • Solve the problems, if any, of project staff with the community and authorities.
  • Check the quality of packages and local materials of different project interventions;
  • Oversee the correct use of DACAAR assets including vehicles/equipment and supervise regularly. 
  • Oversee proper use of the cash and closely monitor the cash flow and expenditure of the project.
  • Mobilize communities to contribute their part to the project so that the communities are functioning well and participating in relevant project activities.
  • Observe the community contribution amount keep track of figures and keep the CDCs informed through the relevant staff.
  • Inform project staff of decisions made by Regional/Program/DACAAR Senior Management.  
  • Control/authorize leave for project staff;
  • Facilitate human resources allocation to projects in relevant locations and consulate with the field coordinator and Regional Manager about the issue. 
  • Conducting the village survey for Natural Resource Management (NRM), and Woman Empowerment (WE) on the district/ provincial level.
  • Beneficiaries Site selection of livestock package and ultra-poor vulnerable people for food package. 
  • Purchases and authorizes the local construction materials.
  • Prepare monthly expenses vouchers for the project.
  • Prepare monthly progress reports, stock reports, and attendance reports.
  • Prepare completion reports and send them to the main office to enter into the NRM database.
  • Prepare completion reports for NRM and WE
  • Prepare a non-expendable stock report at the end of the project.
  • Ensure a suitable community-based mechanic/involvement is selected, trained and tools are given.
  • Ensure the security of the camp and relevant staff.
  • Ensure that safety procedure is followed.
  • Authorizing leave of the project staff. 
  • Liaise with district authority and local communities about NRM, WE, and capacity development activities. 
  • The holder of this position must strictly follow the organization existing security policies, procedures, and daily instructions of the safety personnel.
  • Any other tasks given by the supervisor

 

Education/ Qualification and Employment Benefits                                                 
Education:Bachelor degree in Agriculture is required. But, higher degree in agriculture is preferred.  
Experience: At least six (6) years of relevant experience in implementation and supervision of NRM and Food Security and Livelihood protection related projects is required. 

Other qualifications’ an advantage: 

Strong Communication Skill and proper planning skill and Community mobilization.

Languages: Pashto, Dari and English.
