Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
WASH  Cluster Co-Coordinator at the country level is accountable to DACAAR Country Director and to the WASH Cluster members and in partnership with Cluster Lead Agency-UNICEF. The Co-Coordinator will provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective WASH response within Afghanistan. The Co-Cordinator will have specific responsibility for ensuring that the WASH Cluster is informed by NGO perspectives, including, importantly, that of local partners, ensuring that the NGO membership is contributing to and sharing WASH Cluster responsibilities, and will play a lead role in developing the active engagement and technical capacity of members of the WASH Cluster through; 
Responsibilities::

1.       Inclusion of key humanitarian partners

  • Ensure inclusion of key humanitarian partners for the WASH cluster by promoting the Cluster goals and objectives and respecting partner agencies mandates and programme priorities.
  • Assist WASH Cluster Coordinator to carry out Cluster Coordination Performance Monitoring (CCPM) through deliberating preliminary findings with SAG/taskforce members coming up with key action points/plan for improvements.
  • Support DACAAR in its standing within the WASH community, to include but not limited to, supporting technical working groups it chairs, training it implements, advocacy and knowledge on best practices and new technology, for the general improvements to the WASH sector in Afghanistan. 

 2.       Establishment and maintenance of appropriate humanitarian coordination      mechanisms within WASH cluster and related government agencies

  • Ensure appropriate coordination with all humanitarian partners (including national and international NGOs, Afghanistan Red Cross Society, OCHA, UNHCR, UNICEF, WHO, IOM and other international organizations), through establishment/ maintenance of appropriate cluster coordination mechanisms, including working groups at the national and, sub-national levels, where applicable. 
  • Secure commitments from humanitarian partners in assessing and responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the WASH Cluster working Groups, with clearly defined focal points for specific issues where necessary.
  • Provide strong support to WASH Cluster Coordinator for identifying the humanitarian gaps and to promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns.
  • Ensure effective links with other sectoral groups including the Inter Cluster Coordination Team (ICCT).
  • Ensure that cluster coordination mechanisms are adapted over time to reflect the capacities of local actors and the engagement of development partners.
  • Represent the interests of the cluster members in discussions with the OCHA(ICCT) and other stakeholders on prioritization, resource mobilization and advocacy.
  • Participate in Humanitarian Project Cycle (HNO/HRP), CERF, Country based pooled funds (AHF) and Flash Appeals processes and represent NGOs/Cluster Partners during the process and defense before the respective boards when required.

3.       Coordination with national/local authorities, Government institutions, local      civil society and other relevant actors

  • Ensure that humanitarian response preparedness is built on national capacities.
  • Provide support to WASH Cluster Coordinator to ensure appropriate links with national and sub-national authorities, Government institutions, local civil society and other relevant actors and ensure appropriate coordination and information exchange with them.

 4.       Attention to priority on cross-cutting issues

  • Ensure integration of agreed priority cross-cutting issues in sectoral needs assessment, analysis, planning, monitoring and response (e.g. age, diversity, environment, gender, disability, Accountability to Affected population, disaster risk reduction); contribute to the development of appropriate strategies and response to address these issues.

 5.       Needs assessment and analysis

  • Play a strong role in ensuring effective and coherent sectoral needs assessments and gap analysis, involving all relevant partners and complimentary clusters. 

6.   National capacity building through enhanced preparedness & contingency planning at provincial level

  • Working with Cluster Coordinator, play lead role in developing contingency planning and preparedness at sub-national (provincial) level in order to keep the WASH sector fully
  • Prepared (monitoring and surveillance) for new emergencies including propositioning of contingency stock in high risk locations.
  • Support capacity gap analysis at national and provincial level and develop and implement plans to fill the capacity gaps, especially that of PRRD emergency focal points. 
  • Strengthen localization in coordination for the meaningful participation, representation, and leadership of local and national humanitarian actors to be included in strategic and decision-making processes
  • Ensure that all WASH partners have equal and fair access to WASH Core Pipeline supplies. Update of WASH Cluster Core pipeline stocks on monthly basis in liaison with Cluster core pipeline agencies such as DACAAR, IOM and UNICEF. 

7.   Planning and strategy development

  • Provided support to WASH Cluster Coordinator to ensure predictable action within the sectoral group in identification of gaps, prioritization and plans to fill the identified gaps.
  • Developing/updating agreed response strategies and action plans for the sector and ensuring that these are adequately reflected in overall country strategies, such as the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).
  • Drawing lessons learned from past responses and disseminating to WASH cluster partner for the improvement. 
  • Ensure adequate contingency planning and preparedness of new emergencies and developing an exit, or transition strategy for the cluster.
  • Undertake capacity mapping and gap identification exercises to develop a capacity-development strategy for the Cluster.
  • Clarify funding requirements, prioritization, and cluster contributions to HC's/HCT’s overall humanitarian funding considerations (Flash Appeal, CAP, ERF/AHF, CERF)

8.   Application of standards

  • Ensure that WASH Cluster members are aware of relevant policy guidelines, cluster technical standards, SOPs and relevant commitments that the Government and HC/HCT has undertaken under international human rights law;
  • Ensure that responses are in line with existing policy guidance, technical standards, guidelines, SOPs and relevant human rights legal obligations.

9.   Monitoring and reporting

  • Ensure that partners provide periodic information to Cluster on emergency response, needs assessment and gaps including the timely submission of progress report and stock status. 
  • Support Cluster Coordinator on timely reporting and effective information sharing to UN-HCT and OCHA (ICCT) on response, needs assessment and sectoral gaps. 
  • Ensure adequate monitoring mechanisms are in place and/or utilized to review the impacts of actions.
  • Ensure adequate reporting and effective information sharing.
  • Support Cluster Information Management Officer (IMO) to ensure WASH related data are compiled, analyzed and synthesized to inform planning and decision making. 
  • Support the Cluster IMO to ensure mapping of various WASH related needs assessment planned or done including Multi sector needs assessments and ensure WASH findings are refined. 
  • Support in analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.

10. Advocacy and resource mobilization

  • Identify core advocacy concerns, including resource requirements and contribute key messages to broader advocacy initiatives of the HC, ICCT and donors. 
  • Advocate for donors to fund humanitarian actors to carry out priority activities in the sector concerned, while at the same time encouraging sectoral group participants to mobilize resources for their activities through their usual channels

11. Training and capacity building

  • Promote/support training of staff and capacity building of humanitarian partners.
  • Support efforts to strengthen the capacity of the national authorities, civil society and LGA authorities
  • Provide training and update sector partners on the benefits and outcomes of incorporating better assurance mechanisms into program and responses as required.

Specific Deliverables: 

  • Lead the rollout of HEAT survey tools training to national and provincial WASH partners ensuring that the partners are capable of using the tool effectively;
  • In close coordination with Cluster Coordinator, lead the provincial contingency planning process ensuring that 10 -12 high risk provinces have contingency plan developed; 
  • Play a strong role in preliminary steps of the country’s Humanitarian Needs Overview and development of the Humanitarian Response Plan.
  • Provide hands on support to national WASH Cluster Coordinator in building strong coordination capacity at regional/sub-national level.
  • With support from cluster coordinator undertake sectoral needs assessments and gap analysis across and within the sector.
  • In consultation with cluster coordinator develop sector prioritization grounded in response analysis.
  • Promote application and adherence to existing WASH cluster standards and guidelines such as with Afghanistan National guidelines for WASH in emergencies, standards related to hygiene kits, use of WASH GBV checklists, WASH AAP perception indicators guidance etc.
  • Undertake advocacy activities on behalf of cluster participants and affected population in such fora as ICCT, and where applicable at the ICCT/HCT joint meetings, presentation at HCT, ACBAR among other stakeholders.
  • Monitoring and reporting on the implementation of the cluster strategy and results-recommending corrective action where necessary.
  • Promote accountability to affected populations through effective & inclusive consultation and feedback mechanisms.

OTHER SKILLS AND ATTRIBUTES:

  • Advanced University degree in WASH with a minimum of 5 years’ experience in Humanitarian assistance.
  • Knowledge of WASH sector as a whole and its priority issues; an ability to strategize how these sectoral needs are met through collective delivery. 
  • Knowledge of humanitarian response principles and commitments, international humanitarian law, inter-connectedness and reform pillars & reform updates.
  • Knowledge of the Cluster approach guidelines and terms of reference (and skill on how to apply them).
  • Ability to mitigate and mediate conflict and disagreements among cluster partners.
  • Ability to work in team and forge good working relationship including exchange of information and knowledge. 
  • Communication, advocacy, analytical and facilitation training/mentoring skills.
  • Good knowledge of computer management and applications i.e. word processing, spreadsheets, databases and presentation tools.
  • Ability to work in an international and multi-cultural environment and sensitive to social cultural differences and diversity. 
  • The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions on the safety of personnel.

Education & Qualification Requirement:
Education: University Degree in WASH is required. But, Master degree is preferred.  
Experience: At least 5 years’ experience in Humanitarian assistance is required.

  • Knowledge of cluster approach guidelines and terms of reference 
  • Communication, advocacy, analytical and facilitation training/mentoring skills

Employment Benefits.
  • In addition to the monthly salary, the following package is also provided:
  • A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
  • R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan. 
  • Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1400/- (One Thousand and four hundred US dollars only).
  • Annual Leave: 25 paid working days per year (2.08 days per month).
