DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. The Deputy Operations Manager reports to the Operations Manager and shall be responsible for the smooth running of field projects to ensure qualitative and quantitative implementation of the relevant projects at the field level. 

The Operations sub-department is charged with the oversight of all regional and Field Offices as well as the implementation of the CRLP, NRM, SSED, WASH, and Women’s Empowerment Projects as standalone projects. 

The Deputy Operations Manager will undertake regular oversight of DACAAR regional offices (Central, East and South) and relevant field offices to ensure that projects are implemented in accordance with the plan, implementation methodology, and donor requirements.  The Deputy Operations Manager will also visit the relevant Regional and Field Offices for ensuring that Administrative, Logistical Financial, and HR services in support of project implementation are provided in compliance with the organization’s established policies and procedures.

The Deputy Operations Manager plays a vital coordinating role in ensuring that the different sub-departments in the Programme, as well as relevant Regional offices, provide on-time technical supports and services to the field offices.

The Deputy Operations Manager ensures that all security protocols and regulations at the relevant Regional and Field level are in place and adhered to.

• Regular supervision and monitoring of the regional and field offices activities located in Central, East and South. 
• To ensure that the project's implementation carried out based on the approved LFA, following a holistic approach i.e. CRLP, WASH, SSED, NRM, and WE areas and following DACAAR implementation methodologies, approach, and guidelines. 
• Collection of required data in close collaboration with the relevant regional managers/staff to develop project proposals and reports.
• The Deputy Operations Manager should schedule regular meetings with relevant Project Managers to ensure they provide the necessary support for their respective projects. 
• To ensure that procurement of CRLP, WASH, SSED, NRM, and WE projects required material done and supplied to the projects sites on time.
• Required input provided to finance colleagues during project budget preparation.
• Make sure that field staff is oriented on new project and YPO is prepared and field staff understand about all sub activities and project time frame. 
• Support provided to Fundraising & Communications Department during proposal writing.
• To ensure that procurement of project materials/equipment is according to the project proposal and budget availability.
• To attend coordination meetings in close collaboration with the Operation Manager/ Deputy Director / Head of Programme.
• To ensure the security policy and procedure are applied at the field level.
• To ensure the relevant regional managers plan and take their annual leaves. 
• To ensure that project staffing is according to proposals.
• Make sure and approve monthly stock position reports and attendance sheets. 
• Project identification, preparing a survey in planned projects areas, and prepare future projections as well as inputs for proposal writing and support with an annual budget. 
• Monitor, supervise, and coach staff during visits to regional offices located in Central, East and South regions. 
• Prepare monitoring reports on each project after field visits and recommend suggestions for improvement to the relevant regional managers, field staffS, and operation manager. 
• Suggest and assist the operation manager to conduct training at field level as necessary and appropriate
• Manage and supervise activities of WASH, NRM, WE, SSED and CRLP in the field offices. 
• Represent operation Sub-Department at internal and external meetings/forums when directed. 
• Coordination with MRRD in the regions through information exchange.
• To ensure that the progress report (monthly, quarterly, six months, and annual basis) is matching the actual achievements on the ground and according to approved LFA.  
• Assist Grant and Monitoring Sub-Department on preparing required reports for donors, government, and DACAAR timely. 
• The holder of this position must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
•  Any other tasks are given by the operations manager / Deputy Director / Head of Programme. 

Education: 

Bachelor degree in Civil Engineering, Environmental Engineering, or Water Resource Management is required. Master degree in Project Management or Environmental Sciences and PMP certification are preferred

Experience: 

Minimum of Seven (7) years of progressive experience in WASH-related projects, preferably with INGOs, UN agencies, or humanitarian organizations is required.

• Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines, 
• Solid knowledge of WASH project design, construction, and maintenance (latrines, boreholes, water systems).
• Understanding of WASH-related health risks and hygiene promotion strategies.
• Familiarity with environmental impact and sustainability measures in WASH programming.
• Experience in logistics, procurement, and supply chain for WASH materials.
• Good understanding of donor compliance and reporting
• Strong skills in project planning, implementation, monitoring, and evaluation.
• Proven ability to manage budgets, procurement, and resource planning.
• Experience with field operations in humanitarian/emergency or development contexts.
• Team leadership and staff supervision skills.
• Experience coordinating with local authorities, partners, and other stakeholders.
• Ability to develop operational procedures, guidelines, and SOPs.
• Ability to develop technical and narrative reports for internal and donor use.
• Strong communication and negotiation skills.
• High adaptability, problem-solving, and decision-making ability in challenging environments.
• Excellent communication and interpersonal skills, with the ability to work collaboratively in a multidisciplinary team

Languages: Oral & Written fluency in English, Pashto and Dari is required.
