DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The District Engineer is responsible for maintaining high quality control standards across engineering projects. They will oversee ongoing field activities, collaborating closely with the Field Officer. This role ensures comprehensive supervision of site camps and various construction efforts, ensuring that quality standards, budget constraints, and project timelines are consistently met. 

 

 

Responsibilities:
  • Contribute to project design of the relevant projects.
  • Monitoring of subproject during the implementation in ensure the quality.
  • Participate in troubleshooting of social and technical problems in the ground. 
  • Cooperating with the Field Officer in implementation of activity plan. 
  • Supervise, guide and monitor various activities of engineering in sites
  • To ensure that the project staff follow given instructions, quality assurance and are taking responsibility for the management of site-camps and related projects
  • To assist the Field Officer in recruitment of and proper fulfilment of tasks by the skilled and unskilled labours. 
  • The District Engineer should assist the Field Officer in proper site-camp management of tools and equipment, various records and give regular written reports to the Field Officer on progress of work. 
  • To do on job training for people under his/her responsibility.
  • When requires represent DACAAR in the external meetings.
  • Maintain good cooperative relation with the local authorities, CDCs and other stakeholders
  • To participate actively in ensuring broad understanding and acceptance by local communities of the project and DACAAR in general.
  • The holder of this position must strictly follow the organization's existing security policies, procedures, and daily instructions of the safety personnel.
  • Any other duties assigned by the line manager.

 

Education/ Qualification and Employment Benefits                                                

 

Education:Bachelor degree in Civil Engineering is required and a higher degree is preferred
Experience: At least 3 years of relevant experience in engineer projects (WASH, Construction) is required. 

Other qualifications’ an advantage: 

  • Good knowledge on community base project survey, design and project implementation
  • Ability to plan, execute, and oversee engineering projects
  • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
  • Excellent communication and interpersonal skills, with the ability to work collaboratively in a multidisciplinary team.

Languages:Oral and written fluency in (English, Dari, Pashto)
