Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

 

Position Description:

The Project Manager (PM) reports to the Deputy Operations Manager, and the Project Manager will have overall responsibility for the AKF Water Emergency Relief Project (WERP). The Project Manager will ensure the qualitative and quantitative implementation of the project at the field level, by donor policies and the DACAAR implementation manual.

 

 

Responsibilities:
  • Coordinate with regional staff and other relevant personnel based in the DACAAR main office to ensure effective and timely coordination and intervention with all relevant authorities. This includes line ministries, provincial line directorates, the WASH Cluster, the Project Implementation Unit (PIU), Third Party Monitoring (TPM), and other NGOs.
  • Establish clear communication channels and maintain regular coordination meetings with stakeholders to ensure awareness of DACAAR's presence in the project area, mobilize support, and facilitate collaboration.
  • Provide technical guidance and oversight to suppliers and project staff during the selection of project locations, ensuring that duplication is avoided, planning the manual of the project’s provisions and procedures are followed properly and a solid response is achieved.
  • The project manager ensures that community identification, beneficiary selection, water and sanitation projects, identification, prioritization, and selection should be conducted according to the planning procedures of the project, so, the project manager must make sure that procedures are applied properly. 
  • Collaborate with different departments in the main office, regional office, and field offices to ensure consensus on project-related issues and provide timely technical support to field project staff.
  • In close coordination with the Operations Manager and regional staff develop and implement project work plans, ensuring adherence to project timelines and deliverables.
  • Monitor project activities, progress, and expenditures to ensure effective and efficient implementation.
  • Conduct regular field visits to project sites to assess progress, identify challenges, and provide on-site support and guidance to field project staff.
  • Review and analyze project data, reports, and evaluations to identify trends, lessons learned, and areas for improvement.
  • Develop and maintain strong relationships with project partners, stakeholders, and communities to ensure their active participation and ownership of project activities.
  • Collaborate with the Monitoring, and Evaluation team to develop and implement a robust monitoring and evaluation framework for the project.
  • Ensure compliance with donor requirements, project guidelines, and relevant policies and procedures.
  • Collect relevant data and information from various sources, including project teams, field staff, monitoring and evaluation reports, financial records, and other stakeholders. This data should cover key project activities, achievements, challenges, and lessons learned during the reporting period.
  • Prepare regular progress reports (as required by the donor), including narrative and financial, M&E reports, for submission to the Operations Manager and other relevant stakeholders.
  • The Project manager should ensure that the progress report is submitted within the agreed-upon timeframe, adhering to donor reporting deadlines and requirements. Maintain a record of all progress reports for future reference and accountability.
  • In close coordination with Senior Finance Specialist manage and monitor the project budget, ensuring effective financial management and accountability.
  • Support and supervise project staff, providing guidance, coaching, and capacity building as needed.
  • The Project Manager and Procurement Specialist should work closely together to identify the procurement needs and requirements of the project. 
  • The Project Manager and Procurement Specialist should work together to manage contracts with suppliers. This includes monitoring contract performance, ensuring timely deliveries, resolving any issues or disputes, and coordinating payments.
  • The Project Manager should be monitoring and managing the project budget related to procurement activities. 

 

  • The Project Manager should provide regular updates on the procurement process, and costs, and track expenditures to the project staff. 
  • The Project Manager and Procurement Specialist are essential in identifying and mitigating procurement-related risks. They should work together to assess potential risks, develop risk mitigation strategies, and ensure compliance with relevant regulations and policies.
  • The project manager makes sure the development and implementation of an Environmental and Social Management Plan (ESMP) for the project, ensuring compliance with environmental regulations, social safeguards, and community engagement principles. This includes conducting environmental and social impact assessments, identifying mitigation measures, and monitoring the implementation of environmental and social management activities throughout the project lifecycle.
  • The project manager ensures the Environmental and Social Management Framework ESMF, Stakeholder Engagement Plan SEP, Sexual Exploitation, Abuse, and Sexual Harassment SEA/SH Action Plan, Security Risk Management Plan SRMP and Grievance Redresses Mechanism GRM are considered in project implementation.
  • Ensuring that the contractors are achieved and considering the developed documents in project implementation.
  • Ensuring that the activities are implemented, monitored, and well-reported according to developed documents.
  • The project manager ensures that Technical Training, Community Consultation/Mobilization, and Hygiene & Sanitation Awareness are conducted according to the project plan. 
  • The Project Manager should closely work with the Safety Coordinator to ensure compliance with safety and security protocols, promoting a culture of safety among project staff and stakeholders.
  • The Project Manager will make sure that the donor policy and strategy are applied during the project implementation period.
  • The Project Manager must strictly follow the organization’s existing policies and procedures and instruct the field staff accordingly. 
  • Any other tasks are given by the Operation Manager

 

Education/ Qualification and Employment Benefits

Education:Bachelor degree in Civil Engineering (BCs) is required. But, Master degree is preferred.

 

Experience: The candidate must have minimum of 5 years of proven experience in WASH projects or in similar industry, experience in implementing the World Bank funded projects are preferable.
