DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
Ensure that DACAAR and government strategies in NRM activities are achieved and the projects of NRM are on the right track for implementation.

Contribution to synergy, linkages and integration with other themes of DACAAR to ensure maximum impact.

High level of teamwork, and coordination among program/ DACAAR team for effective delivery of the programme

  • Supports the programme in strategy and policy development in the NRM sector.
  • Supports programme in the development of relevant guidelines.
  • Supports programme in preparing concept notes for the NRM-related new projects and contributing to proposals with the grant team.
  • Makes sure that the activities of NRM are implemented according to the strategy and policy.
  • Ensures that expenditures match with the allocated budgets for NRM activities on the proposal.
  • Ensures that NRM activities in the field are carried out in a participatory manner and all stakeholders are participating.
  • Ensures that selected NRM projects influence national development policy and A-SDG.
  • Cooperates with TU & C Manager and another department on relevant issues.
  • Participates in identification, appraisal and proposal writing of new NRM projects.
  • Participates in the yearly plan of operation (YPO) for NRM projects.
  • Manages the efficient and effective operation of NRM activities.
  • Advise, train and supervises NRM staff to improve their activities.
  • Prepares work plan, budget and reports for NRM activities in all regions.
  • With the collaboration of the Field Coordinator provide technical recommendations to agronomists and social organizers.
  • Collaborates and cooperates with the farmer’s associations, government authorities and other organizations of the sector.
  • Analyzes technical problems of NRM projects and seeks proper solutions to share with agronomists and social organizers.
  • Visits and monitors NRM projects in all regions to report progress and shortcomings of the projects to the Technical & Coordination Unit Manager.
  • Co-operates with experts and advisers related to NRM activities and provisions of technical advice related to NRM activities to the Advisor when needed.
  • With the collaboration of the Technical & Coordination Unit Manager liaises with NGOs and Government regarding NRM activities.
  • Identifies technical training needs for NRM staff.
  • The holder of this position must strictly follow the organization’s existing security policies, procedures and daily instructions of the safety personnel.
  • Any other tasks given by the supervisor.
Education/ Qualification and Employment Benefits                                               


Education: Bachelor Degree in Agriculture is required. But,  (Master degree in agriculture is preferable)
Experience: At least five (5) year relevant experience in NRM related projects, both in management and implementation NGO experience is preferred.
Other qualifications’ an advantage:

Ability in team working, Management skills and ability to properly  planning, Organizing and implementing

Languages: Pashto/Dari & English (Written & Spoken)
