Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.


  Position Description:
  The Assistant Engineer is responsible to assist the Field Officer in implementation of the all activities of the project and ensure that the strategy and procedure of implementation are applied, and will work closely with all the stakeholders in the respective areas
·         Assist Field Officer on site supervision and monitoring of the water supply systems and other activities of the project.

·         Assist Field Officer in conducting village assessment survey and selecting proper locations for water points and latrines.

·         Assist Field Officer in proper implementation of the work plan of the project.

·         Check the quality of construction materials with standards, and other needed materials like sand & gravel etc. on site.

·         Follow up shuttering of the structures, curing of the concrete work and other concrete elements.

·         Supervising the project vehicles usage record as well running hours of generators and drilling rigs.

·         Distribute concrete elements and construction materials to the site.

·         Keep daily record of project progress.

·         Assign vehicles, equipment and skilled laborers for daily project’s activities.

·         Assist the Field Officer in mobilizing communities to contribute the project.

·         Assist the Field Officer in training of new mechanic / valve man locally assigned by community, if there are not already trained mechanics, collecting mechanic wages during the installation of the hand pump/stand post.

·         Ensure the supply of proper sand, gravel and stone in the well / stand post site, which is the community responsibility.

·         Assist field officer/ field engineer in each joint field visit with stakeholders.

·         The holder of this position must strictly follow the organization existing security policies, procedures and daily instructions of the safety personnel.

·         Any other task given by the superior



Education/ Qualification and Employment Benefits                                                
Education: University degree, BSc in civil Engineering is required.
Experience: Minimum three (3) years of relevant experience in WASH related projects in (Pipe scheme and Operation & Maintenance) is required.
Other qualifications’ an advantage:

Strong Communication Skill, proper planning skill and Community mobilization skills

Languages: Pashto/ Dari and English.
