Working Hours Sunday – Thursday from 7:30 am – 04:00 pm (summer timing), 08:00 am – 04:00 pm (winter timing)
Organization Background:
DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 600 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.
Position Description:
The Geological Information System/ Management Information Systems Unit (GIS/MIS) is providing Information Management and Technology services to internal and external stakeholders. The GIS/MIS Web Specialist will be mainly responsible for the development of overall framework and systems including supervision of the Database Development team within the DACAAR Technical (Hydro-geology) Unit. S/He will be responsible for the management and smooth functioning of the technical sub-unit. S/He will assist the Technical & Project Manager in delivering the output/outcome as laid down in the project document. The position holder will bring strong technical skills to the team. S/He would have solid technical knowledge and experience in the field of databases, IT, GIS/web development and in general MIS related activities. Specifically S/He is expected to have strong knowledge of GIS related software, Designing interface, MS Access, SQL Server, and ASP.NET using C# or related technical skills required to develop web-based online systems. The position holder should poses strong managerial and System Analysis and Design (SAD) skills.
Duties & Responsibilities:

·         Develop Web-based GIS/MIS based Hydro-geological framework & systems. (both online and offline systems).

·         Supervise and manage the database development activities and Project Team.

·         Define & Plan data flow methodologies, processes and propose the required resources.

·         Plan, coordinate and closely monitor database development activities within the team.

·         Analyze the organization business processes and identify the system requirements.

·         Provide technical support and oversight to database reporting officers including data cleaning instruction/ guidelines.

·         Develop new software / databases if required and restructure the existing databases based on requirements (web based and desktop).

·         Supervise the development of the web related data exchange routines.

·         Maintain, administer and troubleshoot existing databases under MIS.

·         Provide technical support to all relevant departments and stakeholders.

·         Provide training to relevant staffs in the relevant software, systems and DBMS.

·         Prepare training material for different packages developed; and provide training.

·         Provide the system with in-code and technical documents as well as user manual.

·         Represent and coordinate with external stakeholders including MRRD, UNICEF etc for exchange of information.

·         Ensure that reports are produced precisely, timely and regularly. Also assist in the development of the periodic and ad-hoc reports.

·         Developing handing over processes and training to the relevant stakeholder.

·         Any other task assigned by the supervisor.

Education/ Qualification
Education: At least Master degree or its equivalent degree with 5 years of relevant working experience or having Bachelor degree with 7 years of relevant experience.

  • 5 years of relevant experience with Masters degree
  • 7 years of relevant experience with Bachelor degree
Other qualifications’ an advantage:

  • SQL Server database development and administration
  • SQL server integration services (SSIS) and reporting services (SSRS).
  • Microsoft. NET Framework.
  • C# (as the main application development language)
  • ASP.NET Web form and MVC technology
  • CSS, HTML, JQuery core, JQuery UI and JQuery Ajax
  • Knowledge of IIS and other web services
  • Good command over the accepted principles of software engineering
  • Working knowledge of ArcGIS software.
  • Developing interactive GIS/MIS focused web-sites
  • Mobile application development using. NET or Android platform a very plus point.
  • Knowledge of principles and techniques of management and supervision.
  • Excellent inter-personal and general communication skills.
  • Extensive experience in the design, development and implementation of complex database system,
  • Must be self-starter with excellent demonstrated teamwork skills,
  • Fluency in English ,  in speech, writing and comprehension;
  • Ability to articulate verbally and in writing MIS concepts and possibilities.

Employment Benefits.
In addition to the monthly salary, the following package is also provided:

·         A return air ticket between employee home address and Kabul at the beginning and end of the assignment.

·         R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.

·         Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1000/- (One Thousand US dollars only).

·         Annual Leave: 25 paid working days per year (2.08 days per month).

·         Public holidays: 10 days per year.

·         Travel, Health and life insurance coverage for the duration of your employment.

·         Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guards coverage 24/7, no housekeeping services provided.

·         Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).

·         Free lunch during weekdays.

·         Pick up and drop service to and from work.

·         Accommodation while traveling to the field.
